Benazir Income Support Programme (BISP)

The Government of Pakistan launched the Benazir Income Support Programme (BISP) – the National Cash Transfer Programme (NCTP) – in July 2008, as the premier safety net institution in Pakistan. BISP originally came into being in the face of rapid food price inflation, which saw food, grain, and fuel prices reaching a 30-year highest in 2008 and the global economic downturn in 2009 which further decreased the welfare of already vulnerable households.

Punjab Ehsaas Rashan Riayat Program 2022

The aim of the Punjab Ehsaas Rashan Riayat Program 2022 is to benefit the poor people who struggle to make ends meet during the current inflation by providing them flour, pulses, cooking oil, and ghee at a 40% discount or subsidy rate through registered general (Haryana) stores.

Also, the provincial government will review additional edibles that can be added to the Punjab Rashan Riayat Program 2022, which is the vision of Imran Khan towards developing a Medina-like welfare state and helping those who belong to the underprivileged section of society.

Chief Minister Punjab Chaudhry Pervez Elahi said that Rs. 100 billion have been set aside for the Punjab Ehsaas Rashan Program 2022 and it will benefit 8 million families throughout the province, including thousands of people affected by the devastating flooding in recent weeks.

According to World Bank (2015), social safety net programs help reduce the poverty gap by 15% around the world. Against this backdrop, the program was designed with the core objective of consumption smoothening for poor families and providing them a cushion against negative economic shocks which include the global financial crisis, and rising food prices.  Its long-term objectives include meeting the targets of Sustainable Development Goals (SDGs) to eradicate extreme and chronic poverty and empowerment of women.

The Programme was established through an Act of Parliament, BISP works under the executive patronage of the Prime Minister while the President of Pakistan is its Chief Patron.

The Rural Support Programmes Network (RSPN) has partnered with the Benazir Income Support Programme (BISP) for the implementation of its conditional cash transfer (CCT) program ‘Waseela e Taleem (WeT)’ – Cluster 1 and Cluster 2. Under the program, 1,150,000 children between ages 4 to 12 of BISP beneficiary families from nine districts and one Federally Administered Tribal Area (FATA) agency, falling under Cluster 1, and 550,000 children from eight districts of Sindh and Balochistan, placed under Cluster 2, will be registered and of those out-of-school children will be enrolled in local schools. Upon completion of 70 percent attendance by registered children in schools, the BISP beneficiary families will receive cash assistance of Rs. 750 per child per quarter.
